Many of our People are unprepared for natural disasters or & major crii, and
oftentimes many of our People atiempt o prepare themselves at th last minute, when
food and/or emergency supplies at most sores are already depleted. Then they find
themselves competing for imited supplies, or ooting in order to obiain their basic
necessies (o survive. This is not how you prepare yoursel or your famiy. To the
contrary, this s ast minute ac of desperation. o disrespect ntended, butthis s ot
2 sman decision-making process. We as 3 People, for the most part, do not think
suategicaly nor tacically and thisis one of our main obstacles towards sohang ourday-
0-day problems and moving forward a5 People. | ask: Why would you wait 10 the last
minute 10 prepare yoursefor your family? Especially when you know every yesr there
exists the pot

empower themwith the capacityto effectively prepare themselves. So 32 direc resul,
we developed this comprehensive emergency response manual, a blueprint towards
the construction of a communiy based emergency response network. The frst step
towards achieving this goal i 1o prepare each and every famiyhousehold in our
community. Once this is established. this would serve a5 the foundation for the
development and implementation of our community emergency network operaton.

Home Preparation

Each household must develop an emergency plan based on the natural disasters that
are commonin thei area. Each natural disaster il determine howne should respond
andlor prepare: preparing for an earthauake is diflrent from preparing for &
hurticane, though the supplies that are required n acitating these preparations are
similar, f not the same. t s imperative towards one's success o clearly identiy al the
isastersthatyou are subjected 1o annually and organize accordingly.

There exist three (3) primary components that complement an efectve
‘emergency response plan: 1) An emergency plan, 2) Home sunival ki, and 3) Bug
OuBagls).

1) An amergency plam: The firt step in surviing a natural disaser andfor criss i
having 3 practcal and comprehensive plan, it does not have to be elaborate or
complicated. Keepit simple. The unfortunate realty-Hurricane Katrina—was and is our
learing curve. 1 aught us what not o do, 3 wel 38 what we must do 1o survive 3
natural disaster. Most of our People/communty in New Orieans did not have 3 plan
and a5 direct result many of he suffred more than what they ha 0. An emergency
response plan would have dramatically mitigated the unnecessary sufering

The basic emergency plan should consist o, leas, th folowing:

A Evacuation Plan: You and your family should conduct emergency drls a1
east once o twice & month, Each family member must lear how to evacuste,
and fyou ve in an apartment buiding or housing project then the evacuation
becomes 3 litke more complicated and urgent. You cannot afford to wait unil
the last minute 10 evacuate. If you ive in an apartment bulding or housing
project you need to purchase a rope-ladder, o long ladders fthis s possible
from an economic standpoint. Il ot you and your neighbors should pool your
money togerher and purchase thess tems that wil serve al that ae impacied.
The ropeadders must be suategicaly locaed. Nte: To ensure success, we
insist thatyou sk training from an expert on how to install and use the rope.

. Ohentimes, during cenain emergency evacuations arly members are
separated,so it becomes critical that each family f possibi) designate
specifc location to. meet or cal, from 3 relatve’s hovse 1o your
Mosque/Church, or even an emergency relef center! Each family shouid

basic info, such as name, multiple contact numbers. and medical
informaton (1 applicable). This would help emergency relief workers to
reunite family members and/or dertity dead bodes.

Afrikan: Amerikan Community Emergency Response Network

We will void bureaucraic stagnation. Instead of estabishing one central agency,
every state will have s own Afrkan Amerikan Community Emergency Response
Network (AA.C.E RN.. This network il be responsibe forpreparing every Afikan-
Amerikan (ska: New Afrikan) commniy in thei sate (i, jusdiction) for a natural
disaster/criss. This network wil be elected/selected by our communites. We will
develop » sate-wide balot system that wouid allow our People/Community 10 vate.
Only those who lve in the New Afican (ska: Alrkan Amerikan) community will be
eligible to it on the Board of Directors (AA C.E RN, and they must be well nown
community activiststhat have a history of sening our community. The communty il
have the power to remove any Board member they are dissatislied wih. The
AACERN. wil work with the Amesikan Red Cross and other emergency services,
ut we il not be subordinate to them, nor will we be dictated 10 or serve a5 3
overnment puppet

Emergency Survey Unit

The E5.U.wil be activated before, during, nd ater & natural disaster. The ES.U.will
monitoralhe local dams, levees, lood walsgaes. They wil aiso search or stuctursl
Gamages in all the local housing project, apariments, schools, bridges, freeway
overpasses. The ES.U. wil conduct monthly tests of all drinking water. Especally
during and after crisi/atural disaster. The ESU. vl also ideniy 3l Alrkan-
Amerian communitiesforeas that are prone 1o floods, earthquakes, huricanes,
tormadoes, snow and tropical storms, and bush/wild fires. This unit vl fle 3 report
every 90 days detaing their findings. A copy of this report willbe sent 10 the stae.
based AACERN. the citybased ERC. and the designated emergency response
services. The AA.CERN. in that state wil shae this report withthe communiy, ocal,
and state emergency services.

Emergency Mobile Clinics

uring Huricane Katrna many of our People were not able 1o reach » hosgitl or
eceive emergency medical atention, and z a directresult many of them sufered,
ot died. The EMC. wil be full equipped and capable of perionming cerain
emergency operations and/or procedures, which il include X-ays. The EM.C.5 wil
e dispatched to the hardest it areas, especialy those n rural areas. We wil also send
an EM.C. 10 sl the emergency relefcenters and evacuee shelters We will aiso have
Emergency Mobile Bost Ciics which wouid als0 alow us (0 reach our People inthe.

Emergency Ambulance Services

We will convert old/new vans and boats into fully equipped ambulances, the EAS.wil

The E M. are temporary makeshift osptals i Trages). During Hurricane Katrina
many of the local hospials were damaged, i not seriously affected by the
floodwater, an there were those that were just 0o far away. We will stabishfully
eaquipped EMS. in areas designated safe/secured. We vl als set up EM.S. t
designated emergency relief centrs and evacuee shelers

Emergency Medical Staff Assistance.

The EM.S A are our first responders. They willbe thoroughlytrained i firstsid and.
otheraduanced medical ueatment We will have at least three (1)EM.S A on every

block They wil be responsible for the Peaple on their block. Their responsioity
wil consist o

6. The EMSA vl lso develop emergency medical bracelets for those isted in
their database. This would allow emergency medical workers access 1o their
medical data during a crisisiatursl disaster. We will develop » computer
program designed 1o secure this data against thef.

Emergency Evacuation Unit

During Huricane Katina many of our Peaple died because they did not have the
means or knowhow 1o evacuate, ot the evacuation was not properly organized. The
EEU.willbe responsible for:

1. Developing an efective evacuation plan for the communiy.

2. The EEU. wil coordinatethe evacuation of the community.

3. The £, will conduct evacustion drills t least two 10 three times a year,
more i applicable.

4 The EEU. wil develop an evacuation emergency plan manual, and distibute
copies o our communities.

The E £, willestablish a working reltionship with the school disic that would alow
them to utize all svaiable school buses to evacuate the People. The EEU. vl also

have a numberof boas i their services Notes Childre, elders, the sick and women
will be our priority.

Emergency Expropriation Netwark

We do not agree wih the goverment positon on loting during crisisinatral
disaster. We alo equall dsagree withlooting as aneffective means towards obtaining
sustenance for human survival during a crisi/natural disaster

We have 3 more effective method to achisve tis objective. During 3 crisis/natural
disaster the EEN. wil dispatch 3 unit to al the affected grocery, hardware, and
clothing stores along with a unit from our Emergency Security Network (€ SN to
secure these businesses whil the EEN. expropriate the necessary supplies. The
EEN. wil focus on the ollowing supples

1. Allod tems, inclucing baby food and candy.
2. Botile water, milkjice, and sods.
3. Coats, rain coats, sweatshins/pant, thermal tops/botoms, socks,gloves, wool
bearies, boots blankets, sleeping bags, space bags, towels.

4. Matches, waterproof matches, fints, lighters, flashights, lanterns, flres,
baneries.

5. Paper cups/plates, plastc fors/spoons, toet paper, paper towes, parmpers,
tampons, ip-ock bags, garbage bags,cooking pots/pans.

6. Barbeque il charcoal, ponable fire exinguishers, porable generators,
bty operated radios

7. Ropes, rope ladders, Iadders, hammers, hacksaws, hacksaw biades, saws,
hatchets, axes, shovels,short handed shovels, screw drivers, socket wrench set,
water hoses, wheelbarrows, tents, e rafs e ackets, chainsaws.

The Emergency Logisic Management Network (ELMN) wil coordinate the
isrbution of the above supplies o those in need. The £ EN.willinventory each tem

wil minimize unnecessary looting

‘Emergency Sacurity Network
The E.SN. will have wo (2) diffrent dvisions:

1. An armed diision.
2. Anunarmed dision

The ESN. wil be 5 legiimate community based secuit network, not cops, paid
informants, or puppets for aw-enforcement, The £ 5. wil be 3 community based
contolled and icensed newwork that will be activated during a crisis/naturaldisaster

Unfortunately, there was some truth to the repert that a least fow young
men decided to use Hurricane Katrina a5 an opportunity o victimize their own
People, but so-alled law-enforcement also_used Huricane Katrina as an
‘opportunityto murdet some of our young men, a theit own record would reflect!
We wil dispatch unis from our € SN. o secure our communities chidren, women,
elders, a5 well 25 our evacuee shekers/relif centers. Mot The unarmed division wil
assist the Emergency Evacuation Ut in evacuating the People, 35 well 35 in other
Gesignated areas o responsioiites

Emergency information Center

One of the principal elements inherent o an effective preparation i information
Accurate information facitates @ commuitys endeavors 1o prepare isell for 3
crsisinatural disaster. One of our primary weaknesses i not having enough
information, or the infrastruciue o process and distibute vial information o our
People/Communiy.

The E.LC.wil be responsible for

1. Developing an emergency sunival manual. Ths manual will conain
all the necessary information on what 1o do during speciic
crisesinatural disasters. For example, though there are basic
simiaites, each naturl force has its own distincive characteristcs,
‘which callfor specific response. This manual will have an emergency
response plan for each nawral force e.g. Tormadoes, Floods,
Eanhauakes, Huricanes, Wildires, ust o name a few.

2. The E1C. wil develop an emergency response direcory lsting the
‘addresses, phone numbers, emais, and websites of all our emergency
response serices that are lsted in our manua, incuding al state.
based AACERN. and city-based E RC.in the country.

3. During Hurricane Katina many of our familes were separated and our
chidren lost. The ELC. will develop an Afkan Amerikan (e. New
Afkan) family central database. Every ciy based E1C. wil develop
a0 Alikan Amerikan central database containing all Afikan.
Amecikans in theie ciy. For example: Let's say we have the Shakur's
family,the database wil it all frly members and relgves, and the
pictures of the immediate family members (s is optional and 3
decison reserved for each family) This option willbe avalable to al
New Afkan familes sted in our £ 1C. database. Each family wil have:
theirown personlemergency insiuctions, nstructing theirindividual
family members what o do, where to o, 3nd who 1o contact. Each
farmily vl have their own personl and secured access code o their
speciic page on our database.

‘Emergency Faod and Water Services.

During Huricane Katrng many of our People went three to six days without food or
water. The EFWS. wil estabiish emergency food and water banks that wil be
disributed during 3 criss/naural disaster. During natural disaters the EF WS, il
establish emergency food and water stations in unaffected areas, a5 well a5 elel
centers and evacuee shelters. The EFWS. will also have mobile kitchens that wil
disribute food and wate to familes that ae apped n ffected areas.

Emergency Logistic Management Network

The € LMN.willbe 3 moliask network fort wil work closely with ll he Emergency
Response Services sted i tis manual. The E.LMN. wilbe responsibl for ensuring
that all Aldkan Amerikan (New Afikan) emergency serices are fully equipped.
adequately supplied, and unctional. They willalso estabish and maintsin a numberof
stockpiles of emergency supplies throughout their jurisdiction in areas designed by
the emergency survey unit € 5.U.)

The ELMN. wil lso be responsible for coordinating the distibuton of supplies
uring cisisnatural disaster. The ELMN. il also make sur that every New Afikan
family s armed with a suvival ki, specialy those who canot afford to purchase the
necessary supplies.

‘Emergency Mabile Safety Deposit Sox

During most Tornadoes, Hurricanes, Floods, and Wildfres many of our people lose
valuable documents, family pictures, and other family valuabies, such osjewely. The
EMSD.8. wil conver trailer trucks into mabile safety deposit boses. They will have.
small safe deposit bores securely mounted onthe nside walls ofthetrucks with locked
doors. Each New Afkan . Afkan-Amerikan) family that sgns p for this senvice wil
be assigned a box and given s key. The EM.S D.8. il drive throughautthe community
hours belore the potential criss/natural disaser and allow those families o place their
valuables ntheir secured safety deposit box(es) The £-M5.D.8.will b driven 0. 5o
place/location that wil be secured, and guarded by a diwision of our Emergency
Securty Network (armed diision). The community will shuays select the drvers and
quards of these Mabie Safety Deposi Boxes.

My People, what disturbed me the most about Huricane Katina was not the
govermment or law-enforcement faiure 1o help our People/Communiy, t was
watching New Alrkan Men standing around helplessly (Note: | am fully aware that
many of our Brothas did toke the initistive to hlp our Poople/Community during
Hurrcane Katrina, but or the mest part, we were missing in sction!), while our
community, women, children, elders, handicapped and sick suffered. For the most
par our Men did not know what o do, though many ofthemtried o hlp. | don'tmean.

3 rue and honest critiaue of our faiures. But this is an opporurity for us to empower
ourselves/community with the capacity and capabilty 1o prepare our
Peaple/Communityforany type of crisis/naturaldisaster, without depending on others
